Departments

The Calhan Board of Trustees relies on Town Hall management and staff to perform the daily operations of our three departments: Town ClerkPolice Department, and Public Works Department. Our community is fortunate to have such dedicated and experienced professionals who are capable of responding to individual needs, while looking after Calhan’s best interests.

Town Clerk

The Town Clerk is responsible for municipal administration, budget and finances, record-keeping, ordinance preparation, election requirements, issuing building permits, business licenses, dog licenses and registrations, and many other operational functions of municipal government.

Calhan does not issue drivers licenses or register motor vehicles — please contact El Paso County Motor Vehicle Department for those services.

Town Treasurer

Every two years, at its first regular meeting after the Trustee election, the Board of Trustees appoints a duly qualified person or firm as the Town Tresurer. The Town Treasurer works with the Town Clerk to handle the Town’s bookkeeping and financial matters.

The most important thing the Town Treasurer does is keep track of the Town’s spending and income. Every month the Town Traesurer informs the Board of Trustees of the state of all accounts and the general treasury. Every year, the Treasurer creates an annual budget which takes into account both past spending and income patterns, and all projected income and spending for the upcoming year. This budget is submitted for approval to the Board of Trustees.

At the end of each fiscal year, The Town Treasurer reconciles all Town spending and receipts and closes the books for the fiscal year. The Town Clerk is notified and ensures that this information gets published in a locally-available newpaper and on the Town website.

Town Attorney

Every two years, at its first regular meeting after the Trustee election, the Board of Trustees appoints a duly qualified person or firm as the Town Attorney. The Town Attorney handles the Town’s legal matters and has a number of important duties, including:

  • Acting as legal advisor to the Board of Trustees and Town Departments by reviewing ordinances, contracts, bonds, and other documents and giving his opinion on the legal veracity and consequences.
  • Representing the Town’s position, both as prosecutor for odinance violations, and as defense for any action against the Town.
  • Ensuring that the Board of Trustees and Town Departments are made aware of any legal actions or changes in law that may affect the Town.

Police Department

The Calhan Police Department is responsible for law enforcement in the Town of Calhan. Our Police Chief and officers are backed-up by the El Paso County Sheriff’s Office and the Colorado State Patrol. Calhan has a Municipal arraignment and court system; the Town Clerk conducts arraignments. A contracted judge presides over Calhan Municipal Court every other month, as needed.

Public Works Department

The Public Works Department is responsible for the Town’s water supply and sewer system, streets and drainage maintenance, snow removal on town streets, maintenance of the Town park and Town facilities, mosquito control, and oversight of public works contracts and the building permit and inspection program. Public Works also holds meetings with the Calhan Planning and Development Committee.

Calhan does not provide other utility services such as electricity, gas, refuse collection, telephone, television, or Internet service — citizens contact the vendor of their choosing for these services.
